It's just a link redirect service. Yes, some links it redirects to may go to malicious websites, but it also used by many safe websites. For example, if you share a YouTube video on Facebook using the share buttons on YouTube's site, it uses this service to redirect.

Only a fool trust their health or their money to a spammer NEVER trust a spammer NEVER buy from spammers (HIGH fraud risks) NEVER visit spammed web sites (HIGH malware risks)
