Is ideastackhosting.com Safe?

Their technical support couldn't get my hosting account setup properly. It took them so long that it went past their 15 day refund period. I had to change web hosts, because I was on a time crunch. However, they still would not refund me after multiple requests. I then canceled my account yet PayPal auto billed me so I got billed for a second month of hosting services. I asked their billing support for a refund and they still wouldn't refund me despite my account already being closed. So essentially they are scamming me out of my money. I had to manually cancel the auto billing in PayPal. Their support staff is absolutely dumb and incompetent. I told them I was over billed and their response was "what is the problem" ... I then once again replied they over billed me. They are so dumb, they still didn't get it and replied with "I'm past the 14 day window". Despite the fact that the account was already closed.
