Since 2009 the spam protection of snipr is much better than other even leading shorteners. There's a page on the site to submit spam, or I can email to abuse@snipurl.com. And it's all automatically removed. They also seem to use the top RBLs like spamhaus and SURBL so it already prevents a lot of spam.
