Based on the behaviour shown here ( http://siri-urz.blogspot.com/2009/10/secure-shield-fake-rogue.html ) it seems site engages in questionable practices trying to inflate Google ranking/download counts while creating the impression they can remove malware. They don't analyse it, they don't care if the product they push actually removes anything, all these guys care is they get maximum exposure and better place at Google rankings, which in turn brings them money as more people download/purchase their promoted product and thus this site gets a commission.
Among the PC Tools affiliates tricked by S!ri's fake Secure Shield rogue, proving that these people don't actually analyze the malware they write about, nor do they care whether or not the product they promote can actually get rid of it.
I can't believe this site is still green. Rogue affiliate websites need to be red!
