Safe to browse and will not harm your PC. Negative ratings are from the usual types that hate truth or free speech or simply disagree so they voice their opinion against the site. Very common in WOT these days. All the negative ones do is show their character and cause people to ignore their comments.

From my personal experience this website is mostly safe to browse. However it does have popups to questionable sites that have low WOT ratings.
