This is merely a tracking domain for Commission Junction (cj.com), a large affiliate network with reputable members including Hewlett Packard, Yahoo!, Verizon and others.

The ratings are aggregating the redirects as a whole. These ratings are WRONG, as the redirects are what should be rated, not the tracking redirect. I have a website where I provide links to reputable offers, and it is full of these red circles for people using WOT since I use Commission Junction to create the tracking URLs.
