This particular site is redirecting traffic to numerous illegal and criminal spam sites. That's a common way for spammers to keep a site away from blacklists, fool spam filters, and give it a somewhat longer life span

Yet another URL shortener. The creator's intentions were probably good, but the site apparently has no defense against abuse - or any way to report abuse - so the shortened URLs are heavily used by spammers.
Because 'durl.me' is probably unused except by spammers, you can take the presence of a 'durl.me' URL in a message as a reliable indicator of spam.
