Is manulife.ca Safe?

Manulife sells travel insurance, but tries their best to deny any claims that are more than a few hundred dollars. They do this even by bending the facts. For example, Manulife said that I did not have a "required visa" for travel, whereas I never needed such visa. Manulife hides behind another entity called Global Excel to issue denials. Furthermore, each time I contact them, it takes them weeks to months to respond which is too long. And they are afraid of letting another agency to arbitrate, thus they are stalling to not provide the document being asked.
